It might be a reluctance to give orders. She seems to be pretty soft spoken by nature, and often when she does tell us to do something she tries to soften it by saying "[Other manager type] and I think you should..." My direct boss thinks she's trying to gang up, but to me it sounds more like she just doesn't want to go out on a limb and say what she thinks.
