- Death Eaters were after the person who betrayed Voldemort, they might not necessarly know yet it was him, but he was safer "dead", definitly - He needed to frame Sirius. A dead with those 12 Muggles Sirius wouldn't have been as useful as a culprit. - I think a part of Peter rejoyced thinking of Sirius in Azkaban, such a fitting end for his arrogance ! It's a very ironic (vengeance ?) in its cruaulty.
