Obama started repeating the first part too soon. This, presumably, threw off the chief justice, who then misplaced the adverb (to the 3rd of 3 possible positions, instead of the first).
Obama then started to repeat that, then stopped, realizing Roberts had messed it up, Roberts jumped in at that point to try to correct it, but Obama was already past the proper (first) position, so Roberts moves it to the 2nd position. Then Obama ignores him and repeats the first thing he said with it in the 3rd.
