I wasn't really meaning "good speaker" in the sense of "charismatic speaker", which of course Dick Cheney isn't. I meant more, does he really *get* the issues, rather than just repeating what he's been told? Of course, no candidate can truly understand absolutely everything about their job, but some candidates give a better impression that they're trying.
