The chain pulls up a flappy thing, which releases the water into the toilet. The flappy thing has the seal between the tank and the toilet, and it's what needs to be replaced if the tank is leaking into the bowl.

The other thing to look at while you have it open . . . there should be a one-inch wide tube sticking up (the overflow tube), and the water level should be below the top of that tube. If it's at the level of the top of the tube, that's what is making the dripping sounds, and floating ball thingie needs to be adjusted.
